Neal LaVon Blair was born February 25, 1925 in Kansas City, Missouri. He graduated from Fremont County Vocational High School in Lander, Wyoming in 1943, then served in the U.S. Army from 1943 to 1945. In 1961, Blair joined the U.S. Forest Service working in the Bridger National Forest. He later joined the Wyoming Game and Fish Commission as a deputy game warden, stationed in Cokeville.
